Should we employ a controlled burn technique with Iraq?

I was thinking maybe we should withdraw our presence in Iraq not completly out but to the boarders and create a lid on the country so no one can go in and no one can leave. In essence do what firefighters do when trying to control forest fires. Let the Iraqis decide their own fate and we are really just there to keep Iran, Syria and other groups from having and outside influence. I am not advocating a withdrawl knowing that if you leave Iraq ungaurded it will become worse but make our presence less visible to most Iraqis but know to anyone else that we are patrolling the boarders and no one is allowed in.
