Never fill a distilling flask to fullness when distilling or performing any chemical process. Why?

For a very simply reason because you don't want to spill your chemical out of the flask while you are heating it. Explosion will not happen if you don't heat it in a closed system. Distilling flask has a hole by the receiving flask, thus it's not a closed system.
